backup and reinstallation

I was wondering if there was a process, similar to that which has been long used for desktop reinstallation, that would allow one to reinstall resources to an android device without having to download them all over again. I have a new phone that is lousy as far as wifi goes and downloads are constantly interrupted or failing. On the other hand, everything is already downloaded and working on my android tablet. Can I copy a directory from to the other? Would it be detected by the installation on the new phone?
