No highlighting in footnote text?

I seem to be unable to apply highlighting to text in pop-up footnotes. Is this a known issue?

Yes, this is unimplemented functionality. I'd love to have it.

There are a couple of UserVoice suggestions pertaining to this. You might want to go vote for one of them. Probably the one that has the most votes already would be the most effective:
