I'd only noticed this when I paired up the new Passage Guide sections, to the Explorer panel. For all I know, the curiousity was in Logos4/5. In the description below, I'm always using the A-F specific links.
If you link the Explorer panel to other panels (eg Passage Guide, CitedBy, Text Comparison, etc), the Explorer panel can't 'lead'. It simply updates the Explorer panel. It's link is useless, except if responding to another panel.
But the other system type panels can lead (and follow). If you type a reference into the Text Comparison panel, it will update a linked Passage Guide, CitedBy, etc. Same for the other system panels (and resource panels).
I'd hate to think this is the design. Where Explorer panel becomes useful as a driver, is in the right-click menu on a verse reference .... using the Explorer doesn't create a new panel; it re-uses (thus not messing up the layout). Then all the other panels would normally follow the link.
