Especially with the match equivalent references, I am surprised that the Topic Guide does not allow a Cultural Concepts section. Was this intentional or is it a bug?
I've created a case to look into this.
In our current design, Factbook is where you get the union of topics (LCV concepts), cultural concepts, preaching themes, biographies, and more. So it's intentional, and Factbook is probably a better reflection of our current design approach.
