I suggest you turn logging on, then run Logos. Then type update now in the command box, and wait for the result. If nothing downloads, close Logos, then upload the logs here.

There is an error logged when your system is attempting to connect to https://services.logos.com/v1/LicenseService.svc, which lets the application download and install the latest licenses. If this server can't be contacted, new books can't be installed.
There are no known problems with this service on our end, so check your proxy and firewall settings and make sure Logos isn't blocked. It may also be a good idea to make sure all the latest Windows Updates are installed (since I believe SSL certificate updates can be distributed via that channel).

That link isn't intended to accessed directly in your browser (and the forums mangled it anyway).
Try running the program with your firewall off and see if new resources are downloaded. If not, another set of logs may be helpful.

(The one before had a comma after it, which is what gave you the 404 error).

I verified that in my another computer (with Logos 4 version) the resources are downloaded normally.
