I am unable to set and maintain on the Logos 8 web app at app.logos.com (or set on PC desktop version) my Top Bibles.
Can anyone help with this Logos 8 functionality?

This cannot be done via the web app. To do it in the desktop app you need to set your resource prioritization. Information on how to do this can be found at https://wiki.logos.com/prioritizing as well as in the Logos Quick Start videos.
