I've looked into this, and the problem is that it should not have been included as an option for Custom Workflows based on a Bible Reference. The Preching Resources section only works on Preaching Themes. I've written up a case.
BUG: Custom Workflow

Adding the Preaching Resources kind to any step in a custom workflow, omits the step when the workflow is executed.
The screen shot below illustrates this
The screen shot was generated from my desktop PC, however I have confirmed the same bug exists on my Macbook
