If so, will it just run as it does on cell phones, or will it be full featured?
I’m sure you can get an official answer here but in the mean time it was my understanding that “if it runs on the iPhone it will run on the iPad”.
It will be an app, just like the iPhone, but written specifically for the iPad.

Right. The iphone app is dependent on the computer app for a lot of configuration (like setting up reading plans, creating collections, etc).

The app can use WiFi as well as 3G. And books can be downloaded for offline reading, but with limited functionality.
iphone allows you to download books localy for reading offline, ie thru wifi
however, yes you will miss out on some of the online enhancements should you go down this route..
as for iPad, we'll have to se what the programmers can come up with, but yes looks interesting
