Visual Filters for Tags

As I saw I can 'only' select or deselect a whole notebook in the visual filter.

Is there a way to apply a visual filter for selected tags?

I assume you're talking about the Visual Filter menu (three dots that form a triangle) in a resource. That menu does not allow you to drill down into the contents of a notebook.
