When I attempt to use the shortcut control + option + command + L to update active Layout it does not update it. I have to click on the Layout dropdown and manually click "Update active."
Is working for me in 8.7 SR-2 & OS 10.14.6 Is the the version of Logos and Mac OS you are using?
