BUG: Missing documentation?
I was reading:

There is no publicly available documentation for BK.
I read the sentence you quoted as saying that because the Biblical Referents dataset had already tagged the people in the Bible, the Reported Speech dataset just followed the decisions already made in curating that dataset. (You can, of course, see what those decisions are by right-clicking or using the Information Tool in a Bible.)
