My computer here lately is telling me I must restart to add new resources and after I do that it continues to have the blue 1 at the top that say you have new resources please restart to download. Has anyone else experience this?
Yes. It disappeared after another restart.
This is normal in situations where the resource being updated is currently in use by the application. This can commonly happen with datasets when you are not expecting it (because you can't easily tell when they are in use), but can also happen with other resources as well in certain cases.
