Ok I just tried this on the NLT and it's not working. It just finds every instance of Lord. Any other ideas?

Is this correct? It looks to me exactly the same as your example.
2,161 results between Genesis & Joshua. I'm pretty sure that's the same number of uses of Lord in general.

This is because for some reason (bug), the NLT RI has YHWH assigned to "the" of "the Lord" and nothing (just a pointer) to Lord - other bibles are the other way round.

No. That will exclude all instances of Lord in a verse i.e. both Lord with and Lord without the Tetragrammaton.
With Reverse Interlinears, there will be difficulties because of the alignment and order of Hebrew words to English (as with NLT in particular). With ESV, (Lord NOT INTERSECTS <lemma ~ lbs/he/יהוה>) will be more satisfactory ---> using Match Case & Match All word Forms. But it will include results where Lord is inserted into the translation and it will include verses with "Lord God" . And the latter is difficult to exclude. You can run a separate search ("Lord God" NOT INTERSECTS <lemma ~ lbs/he/יהוה>) to determine its influence.
EDIT: If you use NRSV you get much less results because of referents e.g. lord instead of Lord, or inserted referents e.g. Gen 18.10.
