CWMS 4th is becoming outdated for some audiences, but not all.
As I understand it, CWMS 4th was written as a supplement to CMoS 16th edition which has been replaced with the 17th edition, several years ago.
CWMS is mostly a supplement, but does offer some alternative suggestions to CMoS 16th. Most, or maybe all of those suggestions were the same changes included in the update of the CMoS.
As an undergraduate student of unaccredited online Bible classes, my professors have not cared (or noticed) whether I use Chicago or Turabian. The beginner training for Chicago is better than the training for Turabian, and often the older training is better that the newer training. The older training often referenced the 16th edition and older editions of Microsoft Word.
I have fallen into a minimalist default style of my own that falls within CMoS guidelines, and I use that unless I am specifically given conflicting instructions from the professor that will be reading my paper. I find a lot of professors doing a "don't ask don't tell" thing with papers, so I have become convinced that it "easier to ask for forgiveness than permission".
Diana Hacker wrote some handbooks for community colleges with instructions to write a freshman History 101 paper in Chicago format. Used copies of one of those handbooks, a used copy of the CMoS 16, and the Christian Writer's Manual of Style might be slightly outdated, but not "wrong" in general, and still a 100% paper for some professors. Microsoft Word 2016 can be used entirely offline without a subscription, and sometimes older copies can still be found cheaply.
I started finishing more papers when I stopped trying to do it "right" and used what was available to me as a finished package. Almost everything I have is one edition old and used, but it all references the other older and free resources that I own.
CWMS is outdated or not depending on your audience.
