Is there a Bible Dictionary and a Bible Handbook available that aims at the same audience as the NIrV? Edit: I should specify, for adults.
There isn't much that I know about except https://www.easyenglish.bible/
For a translation that sells so many hardcopies in department stores as well as bookstores, you would think the translation would be more discussed and supported.
Other than the prison version, I don't know of any NIrV study Bibles aimed at adults. This large print denim-colored leatherette version is the edition that I buy most often for adults.

There used to be some adult Bible studies on a website, but I have lost the link a long time ago. And I think they were written for a discontinued version of the NIrV. I don't think Zondervan is generous with the copyright restrictions for the translation. People can and are willing to invest in the copyright fees for the materials aimed at children, but the groups using this translation with adults seldom have the same amount of funds to spend and they don't want to rewrite their materials to match the constant and unnecessary changes to the text of the NIrV.
"Such a shame" is right. Sigh. This translation could be so useful with more support. There is nothing else to replace it on the market.

This comment won't be helpful (since I forgot), but when you first posted, I searched 'childrens bible dictionaries' on (shhh) google. There's bunches, of course, but google also returns the simplified language ones too (which seems what you're trying to match up).
With the proliferation of smartphones, I was happy to discover that YouVersion offers the NIrV free of charge on its app! There are several Bible Dictionaries available as apps, but I don't know which of them is the most appropriate for the purpose we seek. I may just have to go through one at a time and evaluate each one consecutively.
Thanks for the reminder!
