Two things...when I called Accounting, the guy on the phone told me that the rate FL uses for its tax charge is based only on the state rate. I called a second time and the girl on the line was so befuddled, even after enquiring with others, that I was told they would research and get back to me.
Mainly, though, I was focused on the figure for the payment schedule.

We are actively looking into what is happening here.
UPDATE:
Troubleshooting, we discovered that in this case, a browser we don't design around was being used, and the user had to take steps like clicking the radio button to select that a payment plan was his option before properly calculated totals would be displayed. The only way we were able to replicate the problem was by disabling JavaScript in the browser.
If you are encountering this issue, you may have a better experience using any of the following browsers (with JavaScript enabled):
Just so everyone knows, when I clicked the radio button for the payments option, the browser did recalculate the full amount correctly. Apparently, it is a Javascript issue with the non-Google browser I'm using. Also, the tax software that FL uses does account for both state and local taxes, as MJ suggested.
