The voice is the default voice that comes with your version of Windows. Other voices are available for purchase (I think) from MS. The speed and pitch of the voice can be set in Windows Control Panel > "Ease of Access" (Windows 7) > Start Narrator > Voice Settings. (You'll probably want to exit Narrator when you're done configuring the settings.)
