I think this is a different situation than the regional restrictions. Here's an example of a book that isn't available to me in my country:

You're right. I'm so used to geographical restrictions, I jumped to that conclusion.

You can reach Logos in multiple ways. The more immediate ways are these:

You can also post a request on the Logos.com Website Feedback board, which you can invite people here to vote for to indicate to Logos how important it is to users that they look into this. But this method will be slower in getting you any response.
Note, ALL of those methods, even the immediate ways, will only allow you to let Logos know you would like them to rectify this issue. But letting them know will not guarantee that they will rectify it. They might be able to explain to you why it is not available, but they might not. It might actually be a mistake that the product description page is up there if they aren't allowed to sell it to us at this time, in which case they might take it down. But the issue might be outside of their hands.
Note my level certainty about all of this. [;)] What I do know is that Logos is very likely not going to see your post here in the General forum or reply to it.
