On a Windows desktop, I have lost the capability to rearrange the tabs within a panel, or to position a tab precisely in another panel. My Windows laptop had not yet been updated to version 40. Everything seems normal on version 39.
The capability is still present in 40 Beta 3 and Mac OS 15.3. Perhaps it is a Windows bug. Any other Windows users seeing this?

I have 3 computers. All of them running beta 40.3 A desktop running Windows 11 where I first found the problem of not being able to reorder the tabs. The functionality on my Windows laptop-Windows 11 and my MacBook Pro M4 works as expected.
On the desktop I have not yet done and uninstall and reinstall but there does not seem to be any issues with any other software. This is a puzzle, and I'd like to get to the bottom of it
Have you re-booted the computer to see if that makes a difference?

I would be re-installing as a next step.
Somewhere recently Logos noted that reinstallation was rarely a useful step on the desktop.

I have some more information regarding the problem on my Windows desktop. I have a 3 monitor set up. Logos is always on my left monitor, and that is where I discovered the problem. If I drag Logos to the center monitor, dragging and rearranging tabs works as expected, but the strange behavior occurs if I drag it to the right monitor.
