Logos not using the Bible set up as the Target Bible for Hyperlinks

In the two-panel layout below, the NIV Bible in the right panel (outlined in red) is set up to be the Bible target for scripture reference links. But when opening the layout and selecting a scripture link from one of the commentaries (first three tabs in the panel), Logos always jumps to the left panel and opens the NIV 84 (outlined in blue). And this behavior will continue until I manually select/open the NIV tab in the right panel.
Once I've selected/opened the NIV tab in the right panel, will then start using it as the target for scripture links as it should, but not until then. I don't recall ever encountering this behavior before. So, unless my memory is failing, or something was intentionally changed in Logos, I'm guessing this is a bug.

I can confirm that I've had the same issue for a while now and I've made a short video of what I'm experiencing in the hope that it will clarify more: 🔗Target Links Not Working As Expected.Perhaps @Jason Stone (Logos) or @Joe McCune (Faithlife) could advise if this is intended behavior or a bug.

I reckon there's something going on
I tested this with a variety of Bibles and I found a strange anomaly. Almost every time it worked correctly, but I was using the Second volume of the Hermeneia Gospel of John commentary, scrolling through and clicking Bible references.
Everything was going fine until I came across a reference in the commentary which when clicked on opened my prioritised Bible instead of the target Bible as the OP describes.
So I closed my prioritised Bible and clicked the link again and this time it opened the target Bible. Being the curious type I tried another link which moved the target Bible to another book, then I tried the problematic link again and once again it opened my prioritised Bible instead of the target Bible.
I found that I could reproduce this consistently by alternating between another link, then going back to the problematic link.
So for me it's working in general, but some links, for some reason, is opening my prioritised Bible inconsistently, instead of the target Bible.
Edit: okay, I closed Logos and opened it again and this time I have only been able to get it to open the prioritised Bible once instead of the target Bible after much clicking. But clearly there is something going on.

This is the expected behavior. One cannot change the version that opens by assigning it as the target. When you click on a Bible link it will open the highest priority Bible that contains the passage. If the highest priority has an open panel with send hyperlinks here marked, that panel will be used otherwise a new panel will be opened. There is no logic to change the Bible version.

When a layout is first loaded tabs are present but the resource is not loaded until you click on that tab. Therefore, hyperlinking will not work since Logos is hyperlinking to something that technically isn't there yet.

So, when the link is selected, why jump OUT of the "active" right-side panel (which is also where the target bible is) and move over to the "inactive" left-side panel to open a bible that's not set up as a target bible?

The NIV84 Bible is loaded because it's content is visible. When a link is selected, there is no consideration made for where the active panel is located.
Until the tab in the layout is made visible, the panel is in an inactive state (this is done to improve performance in loading layouts). Until it is activated once, it won't respond as desired to its "target" status.
We do have an open case for this, since it's not really ideal behavior. I've added a link to this thread in the case notes so that we can post here in the event that any improvements are made to how this works.
