The linkage is based on the top line, from the left.
In your first example v1 is showing (NA28) so the commentary is v1.
In the second, v2 is showing so the commentary is also v2.
Yes, frustrating.
You can switch to 1-verse per line (in view settings), for a better line-up. Else as you describe (no option).

Yes, I know that. But is there any way to change it? It's not ideal for specific reference comparisons.
