Please turn down the sensitivity when scrolling up and down in the library. When I do the slightest scroll it shoots straight to the top or bottom! I have to do micro-scrolling to keep it useable. Please turn the sensitivity down.
Need details, Fuzzy. Windows, Mac? Version being used?
Mine is well behaved but yours might have a new issue.

Your equipment/setting is likely the cause. Do you use mouse or touchpad
Are you dragging the scroll box in the scroll bar (below)? What is micro scrolling?
I have a similar issue with my MacBook Pro and using a Apple Magic Mouse. When My Bible is in paged view and I go to scroll pages, if I am not careful, a light scroll passes 5-6 pages. In scroll view, it works just find and doesn't go fast at all.
It is different @Jonathan Bradley and you need another post to report the issue (OP is about scrolling in Library and not in a book). FWIW I have the same experience with books in Windows, but I prefer using the Previous and Next page icons in paged view.
