On my PC this resource says unavailable but when I pull it up on my Mac it shows up no problem, is this a PC bug or what?

It works fine on PC for me, but you haven't made it clear which NT UOT resource you are referring to. Is it the Commentary, Handbook, or dataset?
For the Commentary (which I assume is what you are referring to) the file details are as follows:

I would initially open the resource on your Mac, click on the "info" button (assuming you're a subscriber on the new toolbar), scroll down to devices and see if checking the box against your PC works.
If that doesn't work, I'd open the Library pane on your PC, click on "not on htis device" in the left-hand panel, and if it appears there, click on it.
If that doesn't work, I'd try the following:
Yes, I am a max subscriber, was having trouble where logos would not load so I deleted the app and reinstalled. It took a while to download everything, and this is the first time I tried to open this one in training.

Is this resource downloaded? Jones, David A. Old Testament Quotations and Allusions in the New Testament. Bellingham, WA: Logos Bible Software, 2009. It looks as if an essential resource is not downloaded and from the About information, this appears to be the most likely resource to be required.
I did a search in my library for this resource, and it did appear, so I click on it, same error. I right clicked it and there was an option to remove from this device, so I did so. Then it popped up a blue button that said download, I did and pow it is working perfectly now, thank you so much. That was killing me for a few days lol.😁
