I’m moving away from Logos/online resources and am transferring my license to someone else, but it’s mentioned that Logos only allows a library transfer once, does anyone know if this is true or not? I can not find anything about it in their terms.

A license can only be transferred once.
Without that limitation, Logos would rename to Logos Transfer Co … for students end of each semester.
You could transfer/sell your whole account though.
This does raise some questions though:
Obviously, Logos doesn't want this to turn into some kind of rental system.
But what if I bought a package from someone else 10 years ago and now that package makes up only a tiny fraction of my library… would that mean I wouldn't be able to transfer my library to anyone? Or that I could transfer my library but not that particular package? (which seems like it could get messy if there was dynamic pricing involved later)
Is there a difference in policy/limits between transferring individual books/packages and transferring your entire library?
Well, the Bob-ian answer would have been 'we're reasonable'. Folks kept trying for hard and fast rules.
