Can someone explain why books within Logos have smooth scrolling but THE BOOK insists on separate pages with no smooth scrolling?

There are two different view modes.
To move your resource to scrolling mode, you need to set the columns in the resource to "none."
I posted about this issue previously. The Bible tab/window does not scroll smoothly using the mouse wheel, even with columns set to None. You have to use either the up/down scroll bar arrows, or the up/down arrows on the keyboard. Even then, it still scrolls farther per line than the Windows setting (at least in my case -- I have scrolling set for 3-line increments, which is what most of the tabs follow, but the Bible tab/window scrolls in 4-line chunks). It would be nice to see a fix, but the arrows work decently at any rate.
Your issue is different than the OP.
Thank you for your solution. I came back from vacation and all my ESV tabs had switched to page turning mode. Now its fixed. [:)]

The problem isn't that there's a cryptic setting, but that the setting isn't persistent. I often change to scrolling mode, only to find the next time I open, it has reverted to page view.
This is a bug, not a feature.
I have never had this happen but I can see how it would. Do you have any layouts that are changing it? Have you reported it as a bug?
I haven't bothered reporting it.
I'm not sure about the layouts changing it…possible, but on the other side of the coin, I have never been able to get layouts to save views within a book (like interlinear on vs off). So it would surprise me if that was the case. (But never say 'never' with Logos.)
Doc … I don't doubt your experience. I guess in my small sampling world (my Mac) your examples never observed. Which reminds me of the word 'inscrutable'!
