The outlines in The Bible Knowledge Commentary are not linked to the Bible text.

I don't think so. This isn't a missing navigable table of contents. This book does have one of those (see the TOC panel which is open). It's an outline somewhere within the resource (see where the scrollbar thumb is) that doesn't have links in it. That would be a resource bug. Something like this could be reported via Report Typo with a comment that says this problem is throughout the resource. But it will probably get picked up by Melissa here anyway.

Let's put it this way. I am slowly creating a clippings file with all the outlines of Biblical books in my library. This is the 5 volume. None of them have behaved in the same manner. Only 1 behaved as I expected. In this case, the preceding 4 volumes all had the outline linked. Being a stickler when it comes to consistency and testing ....

Yes, I agree it needs to be linked and isn't, and that it it's therefore a bug/problem in the resource.
My point was that the wiki page where we report resources missing navigable TOC's is probably not the best place to report this kind of bug, because it isn't missing a TOC. It's something different (missing hyperlinks within the resource text itself). Documenting it in the forums is fine, as would be emailing it in.

Reflecting on my comment to Martha, I agree. It needs the same sort of extrapolation as considering it to be a Typo! The natural place to document it is in the Forum and then, if necessary, send an email to logos4feedback@logos.com referencing the thread and the debate.
