Suggestion: Allow persistent pop-ups for Notes

When I want to read a footnote in a resource and gain access to its hyperlinks, I can click on it and it will persist so I can then move my mouse over to the hotlinks, which I usually hover over to read.

I use a Notes file to attempt to create Cross-References between resources that appeal to me. Their content (at least the beginning of it) appears when I hover over them, but I can't make them persist so that I can access the hyperlinks contained within--instead, I have to go to that Note file and (sometimes) dig through it to find what I'm looking for.
