Whyndell - By priority, do you mean "sort by downloaded"? Many have suggested this before too. It seems to be a weakness of the current app. The workaround, unfortunately, is to put your device into airplane mode.
Obviously, if you are offline they will be the only ones shown and in that sense get priority.
I personally prefer the recent books to have priority. So I would not like downloaded books to automatically have priority, but if there was a sort-by "downloaded" option or something like that I wouldn't mind.
