There are now ratings in the Library that I didn't add. Are these based on the average of users?
They come from community ratings.
There have been suggestions that these are separated

Yes they are. And for some they are annoying. (Can't find the thread right now.)
In addition you'll see community tags when you open the information pane in Library for a resource.
