I want to buy the TDNT at this site. but i don't have a Logos5 and logos4.
(I know that logos5 is the best program to study bible but my budget is limited.. )
Do I have to buy Logos5 to use TDNT?

No, Logos Bible Software is free, but the resources cost. Wiki has => http://wiki.logos.com/Getting_Started_with_Logos that has Tips and Links, including Logos 4 software engine. The Logos 5 software will be freely available next year; probably in first quarter.
TDNT is included in Logos 5 Gold and above packages => http://www.logos.com/comparison# with 15 % discount for a new base package purchase during Logos 5 launch promotion, Gold is $ 1,317.46 or $ 114.79 per month for 1 year. The payment plan has no interest on balance, but does pass along a monthly processing fee.

TDNT is available for individual purchase => http://www.logos.com/product/8491/theological-dictionary-of-the-new-testament albeit package purchase is a better deal, especially if can use more of the resources in a package.
For example, Logos 5 Gold and Verbum Master include my favorite commentary series; wiki has => UBS New Testament Handbook Series and => UBS Old Testament Handbook Series Combining the regular price for TDNT and UBS Handbooks is $ 999.85 so Logos 5 Gold or Verbum Master costs $ 317 to $ 349 more for hundreds of more resources. Logos offers academic pricing for qualified students.
TDNT by itself is useful; combined with a number of Logos resources is awesome. Suggest calling Logos Sales.

If you can do a payment plan and grab a base package I would highly recommend it! The TDNT has a lot of great articles and features but they are enhanced tremendously by all of the other features in Logos. It is an investment for sure, but it is one you will be very happy with!

Welcome to the Logos Forums. We live around the world and try to help and support one another 24 hours a day to the best of our ability.
The other responses to your post are quite accurate. If you buy TDNT from Logos.com, you can "live without" Logos 4 or Logos 5.
However, you most certainly wouldn't receive the benefit of your purchase without quite a number of other resources to properly use your TDNT.. (Actually, Logos sells two TDNT's, one abridged.)
The Logos TDNT is linked to so many other Logos resoures that to buy it as a "stand-alone" might not be in your best interest. Here's a "screen shot" to give you an idea about the usage of the TDNT.
