Does the distance measurement tool not work in L5 or is it only functional on certain maps?
I though it was "Ctrl+ left mouse click and drag".

The measurement tool is only available on maps with the necessary built-in coordinate data. Look for the Google Maps info at the top to see which maps are compatible.
