New Passage Guide created when saved layout is reopened?

I just experienced something unexpected, wondering if someone can explain exactly what is happening. Yesterday I was working on 1 Tim 1:12-17, one of the upcoming lectionary texts. I had a passage guide open when I saved the layout and quit for the day. Today when I reopened the layout, I found this:

It looks like Logos 5 created a new passage guide, perhaps based on the passage shown in the box of the last active Bible window?

That is what it looks like, but I have not seen this behavior.

I just tested with a layout in Luke I was using, I cannot replicate.

You have the PG and the Bible set to the same link set, so they're supposed to always show the same passage.
