How can edit popups in morphologically tagged Bibles to display the definitions of words from other dictionaries that are not the one that appears by default?

You need to set the dictionary priority. You can do this in the library window by clicking the "Prioritize" button at the top right of the window and then dragging the dictionary you want above the other dictionaries. If no dictionary appears, just drag the one you want into the prioritize list.

If you mean the 'tooltip' that appears in the bottom left corner of the resource, it can't be changed. It's data is included with the resource.
