No doubt you two are asking because of the little blurb in yellow highlight just above...so the answer is "YES!"....if you have the pull to eliminate the publisher restrictions. I was going to suggest that you get someone else to buy it for you, but that probably won't work now that I think about it. Even if you bought it from another person, Logos would have to authorize the transfer to your account. You could ask, I suppose.
What would be required would be a licensing agreement between Logos and the owner of the UK and European copyrights.

This brings back memories. A long time ago I used to go to their place when I was in London. They sold cheap copies of books that were slightly damaged during printing or transport.

They should. They have good books. And they have the same owner as Westminster John Knox, so it shouldn't be too hard, I would think.
However, the problem isn't just to negotiate a contract. The SCM version is bound to use UK spelling, so my guess is they can't just acquire the rights and use the file they already have. They would have to start all over with a new file. Which means a new prepub process. Which means there have to be enough European buyers to see it through without American help.
Hmm... Now I'm confused. I checked Swedish online bookstores, and they sell both the SCM and the Augsburg Fortress editions (SCM at three times the price...). Does SCM have exclusive rights to the electronic, but not the printed, edition?[^o)]

Books are allowed to cross borders (sometimes requiring a customs tariff to be paid) even though the publishing rights are regionally limited. It may even be that Fortress is not allowed to sell to Europe directly, but intermediary wholesalers and book merchants are not bound by this.
I just saw another interesting Fortress Press book on pre-Pub that is restricted to North America: Brevard S. Childs https://www.logos.com/product/42448/old-testament-theology-in-a-canonical-context - again SCM seems to have the rights for the rest of the world.
In my opinion, in such cases and between "Christian publishers" there should be an easy way to negotiate a deal where - as long as SCM doesn't produce their own version of the book with Logos - Logos sells us intenational customers the same version as in America under the contractual terms negotiated by Fortress, but pays the royalty to SCM (or SCM and Fortress split it up in another way, I don't mind).
