It seems that the only way I can "Search Entire Library," is if I'm connected to the internet, regardless that I have downloaded all of my library locally. Is this normal?

This was noted and discussed some years ago - http://community.logos.com/forums/t/36297.aspx - but I don't recall Logos advising whether this was intended behaviour or not.
Hopefully they will comment here.

Yes, this is normal. The app doesn't have an efficient way to search an entire library on the device at this point.

One of the - maybe related - challenges of offline searching is that sometimes its not possible to search a single resource at all when offline
In the example below I have selected a particular word in a resource that I am going to search for. Clearly I have downloaded the resource first[:)]
When I select "Search" I get no results
and the resource doesn't show up in "Recent Resources"
Should it be in "Recent Resources"? How is that populated?

Yes, the resource should be in that list, which comes from history. We'll check it out.
