I don't know the answer, but someone who does might ask about which base package you have. Do you own an L6 base package / cross grade, or do you just have the free engine?

If you run an Exegetical Guide on a passage you should see the Textual Variants section.
You can add it to a Passage Guide but this requires customisation - if you want to do that there are some guidelines (based on Logos 4) at https://wiki.logos.com/Building_a_Custom_Guide_Example

The page you point to is a collection of resources designed to be used with the textual variants guide section; it is not a base package.
My guess (this is a guess -- I know very little about packages, components, and licensing but can tell you about the data itself) is that if you have textual commentaries, or Hebrew OT/LXX/Greek NT resources, or transcriptions, or other ancient versions (Coptic, Syriac, etc.) or apparatuses, then the relevant sections of "Textual Variants" will work as expected. The "Online Manuscripts" portion of the guide section, however, may (probably?) only functions with purchase/upgrade of an L6 package or dataset package.
Thanks for calling our attention to this. The core engine comes with the Textual Variants tool, but doesn't do anything if you don't have the books in your library that are apparatuses, transcriptions, ancient texts, etc. At the Gold level you unlock the "Online Manuscripts" dataset, which connects your Textual Variant section to online high-definition images of the ancient manuscripts that provide the text of your chosen passage. So, if you have the core software, you'll be able to pull results from books in your library if you have apparatuses, editions, etc. from a previous base package or purchase, but you won't have "Online Manuscripts", so it won't be the complete Textual Variants experience.
In short, the Textual Variants collection doesn't contain Logos 6--it only contains the books that listed under its contents, books which work especially well with the Textual Variant section of your Exegetical Guide. Does that answer your question?

I think that was nice of Faithlife for adding the Textual Variant tool in the core engine.
Nice! They fixed/clarified that statement on the Textual Variants Collection product page:

A further clarification sometime this year has increased the suggested requirements from the L6 Core Engine for the "Textual Variants" feature (see previous post) back to L6 Gold for the "Online Manuscripts" feature:
Please note: This product does not contain the Online Manuscripts feature from Logos 6. To get the complete Textual Variants tooling for your software, you’ll need to upgrade to Logos 6 Gold or higher.
The "Textual Variants" feature is still mentioned by the collection's "Overview" section, however:
With your Logos 6 Textual Variants feature, you’ll be able to see how each verse was preserved and translated throughout the centuries, whether through Egypt in the Coptic tradition or by Rome in the Latin translations.
Without Gold, I have confirmed that in an Exegetical Guide for John 1:1-3 (cf. the screenshot in the new feature announcement from last year):
