No Logos Cloud is designed primarily with an audience in mind that currently are not Logos customers or who own a minimal library. It provides a library of resources as well as the features of Logos Now. Logos Now is designed primarily with an audience in mind who already own a satisfactory library but want the functionality of Logos Now.
No, they are different. Logos Now is designed to supplement a Base Package and Logos Cloud can function to enhance a base package or substitute for one.

Both are subscriptions (which means your access expires once you stop paying the subscription fee). Logos Now gives you access to new features not available in present base packages while Logos Cloud gives you access to a library of resources and to features.
