When I open tabs that I have created on my iPhone, they do not syncronise with my iPad, am I missing a setting?

No - they aren't designed to sync across devices. Or at least I haven't seen any discussion of that.

I'm not sure about this - I could easily see that I want to be looking at something different on my iPhone and iPad
I would want it implemented the way that tabs are synced with Safari on iOS/macOS. It's there if you need it, but out of the way if you don't.

I would agree with you if FL implemented the idea of PROJECTS. Otherwise, the things I am viewing on one device should be unrelated to what I am viewing on another. The devices themselves meet different needs and therefore are used differently.
This is exactly right. Devices themselves imply use cases: my iPhone is not my iPad. I want easy access to open tabs on the other of the two devices, but I don't want them always looking identical.

Yes, let's avoid mandatory syncing of "tabs". Most of my use is offline reading and I wouldn't want sync errors when I go online!

To clarify what I wrote earlier. The way Apple syncs Safari tabs avoids the concerns being expressed here. In the screenshot below, you can see the tabs on my iPhone. The top weather page is the only tab that I have open on my iPhone. Below that is a list of tabs open on my iPad and my MacBook Pro. I can close a tab on another device by swiping to the left and tapping "close." I can open a tab from another device on my iPhone by tapping on it. When I do open a tab from another device, the tab on the other device is NOT affected. A new instance of it is opened on my iPhone at the same location as on the other device. This is how I would like the tab syncing to be implemented.
I would NOT want tabs to stay in a "real-time" sync, where they constantly get updated. In fact, this does happen now, especially with my Bible, and I hate it. Just give me a list of what is open on my other mobile devices...that's all I want.
