Here is what I am seeing in Windows 8 for this resource.
I had this problem when I switched to Win 8.1 with all video resources. That was fixed when I added Logos to Windows Firewall permissions list. This time it is only QuickStart, the other video resources are working fine.

Have can you post a screenshot of the display tab of DxDiag? (http://windows.microsoft.com/en-us/windows-vista/run-directx-diagnostic-tool) Is the video content downloaded locally?

Changed NVidia Control Panel 8.1.800.0 setting => Manage 3D Settings for Logos.exe and LogosCEF.exe to use High-performance NVIDIA processor (instead of default Integrated graphics) followed by restarting computer. Video now plays using Logos 6.2 Beta 3.
I was going to advised updating the Intel video driver, but if that fixed it then you're probably fine. Thanks for the update.
