Anyone see an easy way to create separate collections for the English and American documents in these two libraries? (eg: would have been nice if each had a distinct series tags as the "Product Details" had suggested)

Given the generic limits on the individual tagging for these resources I think that this is vital.
I would also prefer that they be each available as a single title to make library management easier, I can see this may be difficult but the magnitude of the impact on your library surely makes the option worthwhile.
The American History collection has a community tag of eahistc.
Perhaps the English one will have one soon. I tagged mine just after it downloaded. Yes, there were 25368 resources.

Sort your library by "Last Update" then filter by the publisher: publisher:"text creation partnership" Then you can tag the resources updated the last 2 days "english" and the older one's "american"
Took quite a while to tag them and quite a while to recognize they were tagged but that eventually worked.
