The details at this site indicate that it will also be published in book form - both as a scholarly text and in a more affordable format.

While a transcription of Sinaiticus would be of some help, what is really needed is a facsimile. At one time Logos published a facsimile edition of BDB (which I still have), but the problem with a facsimile is that it isn't searcheable. It may have simply been the the manner in which it was implemented, but the facsimile BDB was also not easily navigable.
