IE on a public computer like the library.

Hey Bura! Thanks for your question. I'd like to expand on Alabamas comment a bit for you. Biblia.com gives you access to your books, as well as your notes for easy, on the fly reading or study. However, it does not include much more than that.
If you're looking to get as close to the full Logos experience as possible, you'll want to look into becoming a Logos Now member to have access to app.logos.com. While currently in beta, it's as close to getting the full desktop experience in your browser as possible.
A little bit of an overstatement to say the web app is getting close to the full desktop experience but it is useful for reading but you cannot highlight or add notes to the text.
