Known Issue: Black Title bar

I know that the "black title bar" problem has been a known issue for quite some time. Just wondering if there is active effort in squashing this bug? I know that functionally, it's not a big issue, but it sure is annoying. Should it be listed under "known issues" in the release notes? At least so we know that it is simmering in the back of the developer's minds somewhere? That was the main thing that prompted me to post was not seeing it listed under "known issues" for release notes.

Development has revisited this case recently. Since there is a known workaround, a fix will probably not be forthcoming until the 4.0e beta. The workaround is to enter set custom chrome to no in the Command box.

Can we have the issue and the workaround added to the "known issues" section of the release notes as something of a "reminder" so it won't get forgotten?
