Please note, we've decided not to include labels in 8.2 stable; we want to make some tweaks, and we'd like to put it through a full beta cycle (ie, 8.3) for feedback before releasing it to all L8 users. We also working on label search integration in 8.3, which is the main purpose of the label feature.
Not yet. This is desired for the future, but our focus for Notes in this season is parity with the old system.
