As noted in THIS thread, the keyboard shortcuts for scrolling through tabs is broken. Instead of going to the next tab in the panel, it randomly scrolls through tabs.

Instead of Facilitate Serendipitous Discovery, we have Facilitate Serendipitous Tabbing.
