Is there a method to add external resources to a bibliography document?  I am not using the documents at present.  It does a great job of gathering sources out of my library, but I would like to add other books from my paper library to the document and annotate those items as well.  Is there any plan in the foreseeable future to include such an ability?

Not at this time.

I have not heard about any plans for this.

I'm curious why you would want to add this to a Logos Bibliography rather than just add it to the paper or article you are writing.

Probably your best option would be to export the bibliography document into a Word Processor then do your annotations and additions. Logos is a great tool in the theologians toolbox, but is not always the best tool for all tasks
