They appear to be authentic Pre-Pubs, rather than PreOrders, i.e., if there is not enough interest, they will not be produced at all.

The latter journal is presently available for free online (volume 12 and up), which makes one wonder why its PrePub price per issue is significantly higher than that of the former. I think Faithlife is more likely to be successful (and sooner) with the first offering. Indeed, the PrePub progress of the former is roughly twice that of the latter.
