thank you for all your time and effort
Larry Craig: The upload option isn't always available. If I build it again, and reopen, then it is there. Bleeping stupid. And of course, Logos doesn't tell you which ones have already been uploaded.

I created a bug post HERE.
EDIT: I revised the bug post because at first I thought I experienced the same thing, but upon further inspection, I was wrong. During my revised inspection, the ONLY projects with a greyed out "upload" button were books which had actually been uploaded.
My secondary computer's LIBRARY shows the following:
Upon reflection, this is the expected behavior. The books are not showing up in the secondary computer's library because... they were not uploaded. The 100 uploaded books do show, but only one is available because it is the only one I downloaded. This is a "skinny" installation, so I am good with that.
Larry Craig:So now I know if I ever have to reinstall, what it will entail.
Well, perhaps yes and perhaps no.
If you see advice from the start, there is a means of grabbing the compiled files and scanning them in to your new installation. The reason you had to recompile each file is because you didn't grab them first. Also, if you did end up uploading these files, they will just download with the rest of your documents.
