I just found this out. The author of this particular book is summarizing each "part." When he says something like "In Part 2" .... and the Part 2 is tagged to the actual Part 2 further in the Book you can click and drag the "Part 2" into a new window. This saves time going back and forth and makes it convenient so you can summarize Part 2 in a brief look. 

Found this out totally by accident.

What they are saying is that whenever you see a link in Faithlife you can drag-and-drop that link to create a new resource panel open to the specified location. What is important in this instance is that when the reference is in the same reference, using drag-and-drop allows you to see the reference contents without affecting your original position.

I have been using Logos regularly since 2007, and I did not know this.  Thanks for pointing it out!
