Why no English version
FL rarely chimes in, so a generic answer is likely the best you'll get. In this case, you likely have a limited number of potential resources available for the Chinese market. This publisher has the book, FL is seeing if there is any interest.
On the English side, you have a different publisher, and a different market. This is not likely a resource for FLEB (there are only 5 IVP Academic titles in that store). There are many more potential resources in English and FL has culled resources which have languished in pre-pub. A title which isn't likely to have large demand is unlikely to make it into Logos (That doesn't mean that it isn't a good book or that users wouldn't benefit and enjoy having it in the catalog).

A title which isn't likely to have large demand
That would surprise me for this one. It's got 219 reviews on Amazon, most of them 5-star. Though it's IVP Academic, I took a quick look at the sample pages available on Amazon, and it look like it would work fine with the minimal automated tagging that is done for FLEB. It's by Graeme Goldsworthy, who is a popular author in the Logos ecosystem. There are 57 followers on his author page. Probably at least half of these would buy it. I don't know how many purchasers it requires to make it worthwhile for them to do a book.
The best place to request that Faithlife produce a book is not here, but on the Feedback forums -- Logos Book Requests.
